Language models break text into sub-word pieces and process them as sequences of integers, so a common word may be one token while an unusual name splits into several. Providers price usage per token, typically with separate rates for input and output. Once cognition is counted this way, it can be budgeted, audited, and optimized like any other metered input.

Cheaper tokens rarely mean smaller AI bills; when a useful input gets cheaper, people tend to find far more ways to use it.

In The Coal Question (1865), William Stanley Jevons argued that more efficient steam engines would raise Britain's total coal consumption, because cheaper power opened new uses. Falling per-token prices invite the same pattern: longer contexts, reasoning modes, and autonomous agents that consume many more tokens per task. Whether total spending rises or falls depends on how much new demand cheaper cognition creates.

Metering a technology is the easy part; the productivity gains arrive when work is reorganized around it.

In 1987 Robert Solow remarked that the computer age could be seen everywhere but in the productivity statistics. The economic historian Paul David later compared computing with factory electrification, where the large gains came only after plants were redesigned around individual electric motors instead of a single central drive shaft — a shift that took decades. AI tokens may follow a similar path, with measured gains lagging until workflows, and not just tools, change.
